On the eve of the national two sessions in 2020, Li Shufu announced three suggestions: "Changing the vehicle purchase tax from the central tax to the central and local sharing tax", "moving the vehicle consumption tax to the sales link and realizing the central and local sharing", "moderately opening the ban on motorcycle and scientific planning of urban motorcycle driving".
The motorcycle industry is a part of the travel industry. The development of the motorcycle industry has made positive contributions to improving the lives of urban and rural residents, expanding the export of mechanical and electrical products and the development of the national economy, and has accumulated valuable experience and technological innovation inspiration for the development of the automobile industry.
In 2019, the production and sales volume of motorcycles in my country was 17.37 million, and 7.12 million were exported, earning more than 4 billion US dollars in foreign exchange. 91 major motorcycle manufacturers have achieved sales revenue of 102.8 billion yuan, total profits and taxes of over 5.3 billion yuan, and more than 800,000 employees.
At its peak in 2007, my country's motorcycle production and sales volume exceeded 30 million, accounting for 55% of the global total. However, due to the "prohibition and restriction of motorcycles" in nearly 190 cities across the country, the market has shrunk, the momentum for enterprise transformation and upgrading is insufficient, technological progress has stagnated, and competitiveness cannot be continuously improved. Since 2007, China's motorcycle production and sales have been declining at a rate of about 8% year by year, and the total production and sales in 2016 have been surpassed by India. The global sales of Japan's Honda motorcycles from April 2018 to March 2019 exceeded 20 million units.
At present, China is the only country in the world that implements a "ban and restrict motorcycle". In Paris, Milan, Geneva and other places in Europe, local governments have formulated specific measures to incorporate motorcycles into diversified transportation systems to improve the mobility of transportation. It is advocated that driving one more motorcycle can drive one less car, so as to offset the problems of fuel consumption, road traffic rate, and parking space occupied by the use of cars, and relieve the pressure of people's travel. In Southeast Asia, motorcycle production and sales account for about 25% of the global total. In Vietnam, there are more than 20 million motorcycles galloping in towns and villages every day, and this number is still growing at a rate of hundreds of thousands every year.
The implementation of the one-size-fits-all approach of "prohibited escrow" in many places in China has greatly inhibited the technological progress, industrial upgrading and structural optimization of the motorcycle industry, and has had a huge impact on motorcycle exports and domestic sales. According to the statistics of the Ministry of Public Security, the traffic accident rate of motorcycles is not higher than that of automobiles. Coupled with the implementation of China's "Skynet" system in recent years, the motorcycle-related crime rate will also be greatly reduced.
Motorcycles have high traffic efficiency and less road resources. A scientific study by the European Motorcycle Association shows that adding 10% of motorcycles as a means of transportation will reduce urban traffic congestion by 40%. It is necessary to moderately release the "prohibition and restriction of motorcycles", treat urban motorcycle driving scientifically, promote the transformation and upgrading of the motorcycle industry, and comprehensively enhance the competitiveness of China's motorcycle products in the international market. To this end, the following recommendations are made:
1. Some cities in the pilot program will resume motorcycle registration and traffic, and formulate motorcycle-related traffic management measures. When formulating traffic road management policies, formulate motorcycle-related traffic management measures, give full play to the advantages of motorcycles, realize urban traffic diversification, and improve traffic efficiency. Adopt the method of limited licensing, plan and control the total number of legal two-wheeled vehicles on the road, and ensure that the proportion of four-wheeled and two-wheeled, motor vehicles and non-motor vehicles is reasonable and scientific, so as to maximize the efficiency of road utilization.
2. Re-establish the level of the motorcycle driving license test, strengthen the training of safety awareness and the management of operating motorcycles. According to the different displacement levels of motorcycles, it is necessary to implement a motorcycle license classification system. Special licenses are issued for commercial motorcycles (express delivery, takeaway), and the business entities shall manage them in a unified manner, undertake training and management responsibilities, and manage commercial motorcycles and personal motorcycles separately. |
